WPI Economics outlines how this could be done to maximise the benefits of Heathrow’s upcoming expansion, providing three credible scenarios: An objective-led allocation; auctions; and lotteries. We weigh up these scenarios against Government criteria, as well as drawing on modelling analysis conducted by aviation consultancy ICF, and international examples of slot allocation.
