Celia Lam

Principal Economist

Celia is a Principal Economist at WPI Economics, responsible for providing expert economic analysis and advice on a range of projects across the government, charities and private sector. She specialises in economic evaluation, including value for money assessment using the Green Book and Transport Analysis Guidance (TAG). Additionally, she has extensive experience in economic impact analyses, including estimating the cost of hunger and hardship, and the economic contribution of maritime sectors and the mutual economy.

Before joining WPI Economics, Celia led the Economic Research Department at The Bank of East Asia in Hong Kong, where she worked on macroeconomic research, data projections and policy proposals to governments. She graduated from the Chinese University of Hong Kong with a Master’s degree in Economics.
