Modal shift – for example, changing from car journeys to bus and coach – is a necessary part of the UK meeting its Net Zero obligations. Based on existing evidence, modal shift is both possible and desirable, with the potential to deliver significant benefits. Our earlier report for the Confederation of Passenger Transport focused on the scale of the shift required. Our latest report ‘Bus and Coach: the route to net zero in Scotland’ assesses the different policy options available to achieve that. It is clear that an ambitious strategy will be needed; one that provides certainty and leadership, and establishes a shared set of goals under which different levels of administration can work together.
