Modal shift – for example, changing from car journeys to bus and coach – is a necessary part of the UK meeting its Net Zero obligations. Based on existing evidence, modal shift is both possible and desirable, with the potential to deliver significant benefits. Our earlier report for the Confederation of Passenger Transport focused on the scale of the shift required. Our latest report ‘Bus and Coach: the route to net zero in Wales’ assesses the different policy options available to achieve that shift, proposing a flexible framework for thinking about the transformation in our transport systems that could be needed, as well as providing evidence on the extent to which different types of interventions might contribute to making this a reality.
