This report looks at the current system of capacity allocation at Heathrow Airport, including its limitations, and makes the case for a reassessment of this system to boost competition and increase choice for passengers. WPI Economics outlines how this could be done to maximise the benefits of Heathrow’s upcoming expansion, providing three credible scenarios: An objective-led allocation; auctions; and lotteries. We weigh up these scenarios against Government criteria, as well as drawing on modelling analysis conducted by aviation consultancy ICF, and international examples of slot allocation.
