Letting Competition Fly: The case for two national flag carriers

 

This report builds on our previous work “Ticket to Fly” to demonstrate
why a second hub carrier is needed at Heathrow Airport to deliver
the increase in effective competition and choice that the Government is targeting from the planned expansion of capacity. This report was supported by Virgin Atlantic and draws on internal research and modelling analysis conducted by ICF for Virgin Atlantic. We find that Heathrow is large enough to support two home hub carriers and drawing on a range of evidence we conclude that decisive action by the Government to create a second home hub carrier would boost competition, lower fares and improve service and passenger choice.
